The arabic inscription at the bottom tells it like it is: The Emblem of the Iraqi State.
Basically we see the royal coat of arms of the Hashemite Kings of Iraq (1921-1958). The complex emblem is topped by the royal crown. The Hijri date 1339 (1921) marks the date of the founding of the Kingdom. Iraqi rugs are extremely rare to find, more so in silk and in such splendid condition. Just look at that border and the way the silk shines!
